The Dispensation of Conscience, the second distinct era in God’s administrative plan for history, began immediately after the Fall of Man (Genesis 3) and concluded with the Flood (Genesis 7). Following the expulsion from Eden, humanity was no longer innocent but had acquired the “knowledge of good and evil.” Under this dispensation, man was responsible to respond to God through the dictates of his own conscience, to do good, and to approach God through blood sacrifice (as Abel did). However, this period ended in catastrophic failure; without the restraint of civil government or the indwelling Holy Spirit, the “wickedness of man was great in the earth” (Genesis 6:5), demonstrating that human conscience alone is insufficient to guide fallen man to righteousness.

This era is crucial for understanding the progression of Biblical history, as taught by scholars like Scofield and Ryrie. It establishes the pattern found in every dispensation: a specific responsibility given by God, a failure by man to meet that responsibility, and a resulting divine judgment. The failure of the Dispensation of Conscience necessitated the judgment of the Flood and paved the way for the Dispensation of Human Government. By studying this period, we see that neither innocence nor conscience can save; humanity is in desperate need of the grace of God revealed in Jesus Christ.
